Building Bridges: Reflections from the #SHEisIPA Conference in Germany 

On 13 April, a team from Thames Valley Police travelled to Gimborn, Germany, to take part in the International Police Association’s SHEisIPA conference, titled ‘Embracing an Inclusive Vision for the Future’. The event brought together 55 delegates from 25 countries to discuss leadership, inclusion, gender equity, and the power of global collaboration in policing. 

Police Officer (PC) Liam Busby delivered a presentation on behalf of UK Policing, Thames Valley Police, and the HeForShe UK Policing initiative. His talk focused on the United Nations’ HeForShe movement and the role of male allyship in promoting gender equity across the police service. 

He was joined by two other colleagues, Inspector Rupinder Gill and Operations Manager Rachel Keys. Their attendance highlighted the force’s strong commitment to supporting the professional development of women in policing. 

The three-day event featured a diverse and inspiring line-up of speakers from countries including the Netherlands, Norway, Bosnia-Herzegovina, Poland, the UK, Ireland, Montenegro, Eswatini, and Germany. Topics ranged from leadership and the use of technology and AI to the work of the UN in policing, and personal experiences of women leading in traditionally male-dominated professions. 

Voices from the Event: Personal Reflections 

Rachel Keys Shared:  

“The #SHEisIPA event was a unique opportunity to build connections with women in policing from across the world. It highlighted the importance of learning from each other and growing both professionally and personally.
“I enjoyed speaking about the experiences of women in policing, each shaped by different challenges. It reinforced the value of solidarity and mentorship—progress is about lifting each other.” 

 

PC Liam Busby added:  

“I felt proud to represent UK Policing at the conference. It was a huge honour to present on male allyship and gender equity, especially alongside so many inspiring people from around the world. 

“The event was filled with powerful stories, and I learned a great deal from everyone I met. One of the most memorable moments was being gifted a LEGO set by my Dutch colleagues- a symbolic gesture that I’ll be using in future training on equality, diversity, and inclusion. 

“It was clear from the discussions that there is a real desire to push for positive change and support each other in creating a more inclusive future for policing.” 

Inspector Rupinder Gill reflected:  

“This experience opened my eyes to the challenges women face in policing around the world. I was proud to be part of a police force that is actively breaking down barriers.
“One officer shared that seeing me be unapologetically proud of both my Indian and British heritage gave her the confidence to be proud of her own background.” 

Moving Forward Together 

The #SHEisIPA conference was more than just a professional event—it was a moment of global unity and shared purpose. Our colleagues returned with new knowledge, meaningful friendships, and a renewed drive to support equality and inclusion in policing. 

Events like this show the real power of connecting with others across borders, sharing experiences, and learning from one another. They remind us that progress doesn’t happen alone- it happens when we stand together.
